The prophet SAWS said a man does so many good deeds that he is an arms span away from Jannah but he does a bad deed and it negates all his good deeds and he becomes of the people of the Fire. Similarly a bad man could be an arms span away from hell but does a good deed that saves him. Only Allah was with 2pac the moment he died, so only Allah SWT Knows whether he died a Muslim or a Non-Muslim.
