The song just makes it more climatic it blends in perfectly and even their japanese dialogue always sounds more dramatic when they speak which is why I always prefer the japanese language over the english dub. And I don't speak Japanese nor understand but I sure as hell would like to learn someday

His real name is Vega, they switched the boss names around in the US versions of the games. But originally, his name was Vega, Vega's name was Balrog and Balrog's name was M. Bison (the M means "Mike")

and for people wondering, he doesn't use his psycho crusher. In the other parts of the movie he uses his psycho power to totally dominate anyone who fights him, but if you get the movie with subtitles you'll see he says "I'll fight you as a fighter." thus he does not use his psycho powers and then its too late.
