How can it be democracy if nations refuse the EU constitution and Barroso gains " Authority(power) " Authority means it is granted to you through respect and shown capabilities. Respect is down the drain because he ignores the rules of democracy completely, as for capabilities, he is totalitarian and unwise. Instead of original and productivve thinking he only proposes more funds here, an extra tax there.
