Unions in any mass transit is bad bad news, when I lived in Syracuse, NY and Staten Island, NY I had to take the mass transit and it was the WORST thing ever.
The buses were dirty all the time, the drivers didn't give two SHITS about the passengers...I'd even see drivers talk rude to people asking route questions ALL.OF.THE.TIME.
Why? Because they are in a union and won't lose their job, so they don't give two shits if people are happy. No competition = No care.
