To summarise, it's Greater London in admin terms and Essex in postal terms. That applies not just to Rainham (LB Havering), but also to Barking and Dagenham (LB Barking and Dagenham).

The Greater London Authority Act 1999 defines the Metropolitan Police District as Greater London (excluding the City of London and the Inner/Middle Temples). Your '15-mile Charing Cross' factoid was part of the Metropolitan Police Act 1839, which has obviously been superceded several times since then.
In addition, Thurrock is NOT a London borough, it is a unitary authority adjacent to Greater London and Essex.

1) I stated that Rainham is part of GREATER London, which is a defined adminstrative region. The definition of just plain LONDON, however, may vary depening on your interpretation.
2) I did mention (in a manner of speaking) that Rainham is still part of Essex according to postal boundaries, and only because the GPO could not afford to align them with the new admin boundaries of 1965.
It's the bottom of Ferry Lane Footbridge, right outside Rainham Station (Slightly to rear and the other side of the noise fence). And it's seriously cold stood there at that time of year....
Essex? Rainham has been part of the London Borough of Havering since 1965 and as such is officially part of *Greater* London although the postal county boundaries (including those of the historic county of Middlesex, and of Essex obviously) have not changed because (according to The Times) it would have been too expensive to align the postal boundaries with those of the administrative boundaries.
rainham is in essex just because it is in the "london borough of havering" and has the "metropolitan police" does not make it part of london.
it has the metropolitan police instead of the essex police because it is within 15 miles of charing cross and everywhere within 15 miles of charing cross has the MET police. dont moan and say im wrong, i have looked it up ;) thurrock is a london borough and has essex police.
It is not london because of the borough cos if it were in london, it would obviously be in east london and it isnt cos the 1st letter of an east london postcode is "E" (stands for "East London") and rainham starts with "RM"(stands for Romford)
If rainham was in east london it would have an london phone number which would start with "0208". rainham phone numbers start with "01708"
barking dagenham have london phone numbers but essex postcodes which makes them part of essex.

Rainham is in Essex. The line speed on this section of line (Ebsfleet to St Pancras) is 230 km/h (143mph).
