i know what you are talking about. i was in germany a few years ago, when a car had droven in to the trench. i stood in about 2 hours in a traffic jam.
and the reason all the people driving past had to slow down to look, and the rescue team was stuck in the same traffic jam, so they could not reach to himXD
yes, in europe too. but in the road works not :D

At least the America highway system had the intelligence to put in 3 or 4 lanes for one side.
