Localizing is basically translating, scripting and dubbing a game, mostly from a foreign country. And yes, it IS being localized. I met Troy Baker (Yuri Lowell) and he said he's doing more lines for the PS3 version

Naturally, IF it gets localized, they would use the original voice cast.

Nanoja won't be in the english version, if there is one. Japanese mannerisms and things like that sound terrible with an english accent behind it.

Nobody knows who would voice Patty.
