As an experienced storm chaser I assure you that they are not streamers but merely a ghosting of the actual bolt itself, a phenomenon that occurs freqently when filming lightning. Happens to me all the time as well.
@SkyWarnCZ Maybe some were camera ghosts but I seen the close flash with my eyes! I thought the building got hit. At 0:55 the bolt comes up from the ground. This clip was taken with my digital camera. I still remember that stormy night.

Not streamers, but so called "ghost lightnings", tipical problem of CCDs when lightning is too bright...
