Julius and Dex are the ones that made the boat explode and in saints row 2 if you go to the police station you can call Dex on your phone and he tells you to meet him at the church. Once at the church you find julius waiting for Dex as well. And since Dex works for Ultor he sends men to kill you and Julius. You and Julius escape and go to the colleseum place. Once there you shoot JJulius thus killing him. And yes Dex is still out there somewhere alive but there is nothing you can do about that

Dude, he is still alive. If you download the two DLC, there are missions were you fight Ultor (because Dex got a job there), and in a couple of them they show a cut scene with him in them. But you wouldn't reconise him, because he looks totally different (hes got new hair, new clothes, and a new personality).
