Police can pull you over and demand proof of citizenship failure to do so will mean arrest, you may be diligent enough to carry your birth certificate & a passport all the time- but most people don't and would be arrested.

Police often suspect that their are ileagals living or working in a particular area, either because of a tip off or through general knowledge in the town, this law gives them the right to do their job and investigate. Most people are surprised that the police have been so powerless up till now. If the police suspect illegal activity they should be allowed to investigate, period.
