Gotta disagree with you drbotanus, if you have a dumb villain...then it kinda ruins the fear in which is instilled in him. If some retarted dude came into your house to try to rob you, you wouldn't be like: "Oh no, I am so fucked now...this is some scary shit". On the other hand, if some psycho with a really high intelligence broke into your house, thats another story. But from a 3rd person perspective, the most frightening thing is the inability to evade/escape your death.
