sylar toke the power of the woman at 3.23 ... she could shapeshift and reform here surroundings, sylar doesn't use that power much :s if he would like to take somebody's power that got away from hem befor he could shapeshift in to somebody they don't fear and than strike when they don't expect... the makers of heroes kinda forgot about some powers... like the one girl who shouted at sylar and he did it here voice had commanding power and he could not resist (first season)

Actually, excluding Claire, he can't probe anyone BUT the dead. The reason he couldn't take Eden's power is because she blew out her brains. He has to fiddle with your brain to take your power. No brain, no power for Sylar.

In my opinion it is more probable that he needs the watched systems to be undamaged. Every victim but Claire was already dead when he investigated the brain. He could not take Eden's power because of the damage of the bullet.

I used Adobe Premiere Pro 2.0 on this one, but have now recently upgraded to Premiere CS3, due to 2.0 deciding not to work anymore.
