Neither, Juggernaut is. It is ridiculously overpowered. A W1200, which is almost always a one-shot kill gun, can't take down someone with Juggernaut without Stopping Power. Now compare that to Martyrdom and Last Stand and what really looks noobish?

The only thing more noobish is Martyrdom kills in Hardcore.

its considered a noob perk because perk three could be used for something like steady aim, deep impact, or iron lungs. All of which you use when you're alive, so your not relying on a grenade to catch someone walking around a corner or someone getting caught in a tight corridor room

You have enough time to run away even if you knife them. you can also hear a clanking noise on the ground meaning they just dropped a bomb so if you're out of range from the grenade icon, don't run towards them. running towards them.
