They do a sort of thing like that with statues where I live, it's different things every year. One year it was butterflies, one was cars, and the most recent year was chairs.
Groups of people representing different orginizations each design their own :) it's awesome. Could that be what the lions are about?

Did you see the Elvis and Micheal Jackson lions? I went to bath in the summer, ad saw lots of the lovely lions. :)
