When San Fran was liberated I assume Yuri utilized mind control or at least subconscious persuasion to conceal his plans. Problem with using Yuri is that you have to delve deeply into a lot of strategy work... Yuri is not an easy faction to use... So, a beginner can't just go with Yuri's faction willy-nilly...
