The game is a pc game called rfactor. There are many many downloads made by people at home for it. The Top Gear track and this car are two of them.

It's not 1008 F1 rft, can't remember which mod it is.
Sorry if it sounds hard but then you just have to learn how to drive. RFT is acutally quite easy to drive without TC.

@jenk85 If he was cheating he'd have AI control on. Traction control is not a cheat, it means the driver has no skill.
