It is a common knowledge that in times of economic crisis, starting huge projects generates jobs and gets the economy working. Each such project grants a lot of work for people, and that definitely helps. This one will help a lot of people in the Far East for example.

The Russians are not stupid, under Putin or Medvedev a billion dollars will never be wasted for "nowhere".... the island has importance either financially or politically.
I was being sarcastic and mocking eco-liberals at the same time who always blame people for earth exploitation. The REAL truth is that eastern Russia have been left out of the Russian economic boom in the past decade (like they said...) Investors are scared to invest in the east because their seriously is nothing there but ice and volcanoes. This venture is probably going to fail too.
