It's Un Poquito Al Reves by Pupy Y Los Que Son Son. A later version of this appears on the excellent 'Tranquilo Que Yo Controlo' released last year.

Don't know of any rueda practice groups but pretty sure there are some out there - Vito from Cuban Connection used to run one last summer in Hyde Park I think. There's some great club nights though - the Buffalo Bar on Mondays for one, next to Highbury and Islington tube.
