Honestly it depends, Hammerfall tends to do heavy armor whereas BlindGaurdian is more "Tolkien" fantasy. Think about the cover of "Bard's Song" versus this one. Here we see apocalypse, war and unbridled power. Whereas Bard's song features a forest camp.

They both have their own style which is what makes PowerMetal covers so great...though as I said before, if the question is "who has the best covers" the answer is the incredibly mythic GammaRay art!
