I think it is a strategy to keep the magic... When they're not talking nobody knows who wears the costume.. Sometimes Mickey is "played" by a woman for example, this would be really disillusioned to know.
But I think it's good that they don't talk... it's fantastic what they are able to say with their bodylanguage and without any words.. it's magic.
man, this makes me want to go back to WDW and try to find my favorite characters, i've only hugged, Jasmine, Aladdin, Pooh, Tigger, and i think Genie as well, well...i got a mission if i ever go back: find my favorite characters and give them a hug ^^
it is quite before mass crowd beause all quest at disneyland resort hotel for breakfast i am giong two park disneyland and disney world this year. our next trip disneyland than walt disney world it giong be great

It's difficult because they have those big heads on. They usually communicate with body language and gestures.
Also if they are able to do the chraracters voice. If they can't then it'll ruin the surprise.
With open characters like Alice, Mad Hatter, and all the other princessses etc. they talk because it's easier for them to do the voice.

I know Disneyland is busy, I go there every year. If you notice that the other tables are empty, that would suggest a less busy time to visit.

it is in the park I think it is the Carnation Cafe. It is Called Minnie's Character Breakfast. It is a lot of fun, and well worth the pricey cost.
