The custom shapes are in CSH format and can be zipped together in zip format etc. The shapes can be simply opened via the file open command or via the shapes palette if you place them in the presets custom shapes folder.
You need Photoshop or Photoshop Elements to use them. Can't think of any other application / software that supports them.
Fonts are a good alternative to the custom shapes and you can convert a font / character etc into a shape and save as a Photoshop shape.
Not sure to which step you are referring .. best way to load the shapes is probably the file > open command and select the shape that way

When i do that it simply says no items match your search when the file is .csh and in custom shapes folder ... :(
