It is an internal combustion engine, made by Fairbanks Morse in probebly the late 20s, this one is rated at 6 HP but weighs at least 650 pounds....and just try stalling it!

Not quite hit-and-miss; it is a throttle-governed engine. It sounds quite like a hit-and-miss though because it is regulated to a very slow speed.
