Black people do not own any airplanes or ships to bring the drugs in to the country. Nor do we own any land or labratories to grow and process drugs in this country. But we have the largest percentage of arrests. Not enough law enforcement at the top to stop the drugs from coming in and being processed. If that was true incarceration rates in countries with a welfare state would be higher than the USA. In fact Japan and the Netherlands locks up 1 in every 2000 of their citizens, even Britain which has by far the worst social safety net in western europe locks up only 1 in every 600. This just further illustrates how senseless it is to lock people up for drug possession. It has become a cottage industry of jailing people for non-violent crimes. The number of new penitentiaries that are being built to house these non-violent criminals are growing. Meanwhile, the tax payer is footing the bill with vast sums going to whoever gets the sweetheart deals to provide the necessities at these facilities. It's really a raid of taxpayer funds.
