What if you used binary copy?
COPY /B some.jpg+important.zip haha.jpg
This will make the haha.jpg look like some.jpg, but if you open haha.jpg with winrar you'll be able to recover the contents of the important.zip.
I don't know if this would work. The only problem is most employees don't have access to cmd. Though they could set it up at home and email it to their work computer. At that point, all they would have to do is fill it up, and sent it back home or wherever.
