Base form broly has black hair. When he turns super saiyan, his hair turns blue because his super saiyan form is restricted because of the device on his head. When he goes legendary, the device breaks and his hair is gold and no longer restricted. When he is Super saiyan with gold hair, It means he is not restricted.
