The accident was between Mark Webber and Sebastian Vettel. Lewis was the leading driver. He slowed down as most other F1 Drivers 'also' do. At this time Vettel had no vision due to the rain and could not see anything so an unlucky Webber was hit from behind and both him and Seb retired.
Yep. Hamilton caused that accident by breaking two safety car rules. Vettel was assuming that Hamilton were retiring from race..since if he weren't he would be breaking rules. Vettel decided to go ahead, but Webber did brake).
This video lifted sanctions from Vettel and they decided that it was Hamilton's fault. Hamilton didn't get any penalty despite that he had received warning for the very same thing from Monza that year! Whiting even reminded Lewis about this before race!
