And I agree on the chimp. I have always felt there should be some type of licensing when it comes to animals. Even with dogs, people have no idea how much they torture animals. Sadly too, those who know don't care. The process could mirror driver's licenses. Attend classes or meet prerequisites, pass a test of basic handling skills, but one step further, present a statement of fiscal capability. There could also be classifacation and weight levels.
