The people in the school still likely thought it could be a prop effect, and anyway the guy is dressed as a cowboy so no one will figure him to be a crazed gunman. There was violence and guns in the late 80s, but it was 10 years before Columbine so people would not have freaked out AS MUCH. Anyway, the real question is why Bill and Ted thought it was a good idea to pick up a murderer like Billy the Kid, Billy is famous for KILLING people,...not to mention Napolean and Ghenghis Khan.

I am sure many of the other generations felt the same when they were in the midst of it. Yes, fashion (and perhaps music)- wise we have hardly made up anything that is "originally 00s" because we borrow everything from previous generations' fashion (music), which is a shame, really.
