20 gauge shells aren't that rare. Its just hard to find when your at some place such as Nastya's holdout (not THAT hard though). Although they're pretty common at places such as Dogg's stockade & Precinct 13. Though not common at Fort Pastor, because theres much better loot there. Ex: Wine, .50 Hand Gun Bullets, Etc.
