I didn't know this was Pete Seegers song, but have heard a version by Arlo Guthrie which is on his Running Down the Road album which was produced by Van Dyke Parks, great tune!
@davidsbadjams In this tune (like most all of his 12 string tunes), Leo tunes the entire guitar lower than "Standard". In this case, each string is tuned 4 half-steps lower than it would be in a "normal" dropped D tuning. Consequently, instead of DADGBE, the guitar is actually tuned to: B flat, F, B flat, E flat, G, C.
the amazing part of his playing is that he had to completely change his picking style in the early 90's due to nerve damage caused by his formerly aggressive picking style.

I think one thing most folks have failed to realize about Leo's playing is that in about the last 10-15 years he has incorporated a significant amount of improvisation in his music. Of course improv is nothing new. But how many people do it solo, on guitar while providing the lead and the backing simultaneously? Listen again, it is amazing.
He doesn't play it as sweetly as Pete, but it's nice and raucous, loud and angry--done his own way--and I am glad to have this one so I can see the fingering.

@DictionRedaction It's in dropped D tuning (DADGBE), tuned down almost 4 steps from "Standard" tuning.

@engineerartist If it 's tuned to to DADGBE, only the low E is not in standard tuning. The D is one whole step lower than a standard E.

totally. he's a beast when it comes to picking. very harsh...like John Entwhistle's bass playing.
he's amazing live. one of the greatest concerts I've ever been to.
