2. It could be them coming to see what direction the arrow came from. If that's your problem, I recommend the "Throw Voice" shout.

@EinsteinEMP826 Sneaking ability is dependent on the weight of your armor. The more you move the more noise you make. To bypass this just get the perk that makes your armor weigh nothing in your armor skill. However, that alone is not enough. You also have to max out your sneaking perk tree. You also have to take into account the brightness of the area, enemy line of sight, and how fast you move. Having an invisibility spell or potion will also help.

Well, Skyrim's an RPG, and in RPGs you can't have head shots be instant death because then skills wouldn't matter as much and it would be much easier, especially if you're a stealth character. The game's already easy enough.

Phinneas Gage, for example, had a railroad spike enter under his jaw and then burst through his skull. Another man got an axe in his skull and remained conscious. Yet another person got a harpoon in the head that even touched the brain.

Unless you nail the medulla or the brain stem, massive head trauma can be survivable.

It happened so often, that i had an arrow stuck in my characters face after a battle, but i just lol'd and went on. I think it wouldn't be fun, if arrows would kill instantly in skyrim, if they hit the head.
