Bombay/Mumbai "terror" attacks were entirely an orchestrated event designed to bring India onboard in the entirely fake and orchestrated "war on terror"(actually just a big show designed to gravely weaken Muslims and steal trillions of dollars from the American people). It didn't just burst into flames. Allegedly, the driver (bomber) triggered the explosion. However, something went awry as he only ended up setting himself on fire. Something that went wrong in the mechanism prevented the explosives in the back from blowing up.

When the flames spread from the cabin to the back, that's possibly when the real explosion took place.
