I think his point is that it is rational to fear immigration. A fear of immigration is generally considered to be a racist attitude. So when he says that it is not irrational to have racist attitudes, in that very context, he is not stating that it is rational to be a racist, he is stating that is rational to have an opinion that it is commonly considered to be a racist opinion.
