Perhaps you should actually know the rules before you start making yourself look like an idiot.
In CHAPTER 11 of the 5th edition of the US Chess federation official rule book in SECTION 4B it states AND I QUOTE "When capturing or completing a promotion both hands may be used if it is clear that the clock is pressed after the move is determined."
He used his left hand to REMOVE the captured piece once he preformed Qxd3, then pressed the clock with his right hand AFTER HIS MOVE WAS DETERMINED.

black cheated at 0:15 he/she moved the piece with the left hand and pressed the clock with the right.You have to stop the clock with the same hane or else you could actually press the clock a split second before you have moved.
