@THEstiGEN626 these look like in-game graphics so my guess would be some 3D application most likely Maya or Max, texturing done with either photoshop or zbrush and inserted into the game engine with animations and set up a camera. Oh, and really bad voice actors.

@MilkByCow it's more like, they directly get models and animations from Mass Effect 2(no modelling or texturing whatsoever, maybe a little animating), and put them in the UDK(unreal engine 3, which is also used to make mass effect)
