4% is PLENTY, considering our large budget. At any rate, total government spending needs to be brought down to size. Federal, state, and local government spending combined have reached like 45% of GDP this year.
We can go ahead and make defense like 80% of our government's budget or whatever, but the point is that their entire budget need to be much smaller. Only around 10% or so of GDP is was total government spending should be.

How about spending 80% on defense, spend the rest on infrastructure roads ect, and and keep TOTAL spending (ie wasteful spending) low? 80% of an 800 billion budget is a lot better than 20% of a 3 trillion dollar budget.
Well the defense spending always goes up during a time of war, but two things. First, we are in a war, and our soldiers could do with better equipment (there are no rifles which are far superior to what they now have) and second, we need to have the money to have the technology to stop another 9/11
