Mr. Turcios said he couldn't see when the plane hit the Pentagon because his view was obstructed. He can clearly see the roof of the builiding but the base of the building is hidden by the road. If the plane flew over the builiding the plane would always be above the roofline of the building, it would not be obstructed by anything.If it hit the builiding low he would not be able to see the plane because his view would be obstructed.
