This was a delay tactic. The first thing any newly elected politician does is spend about three months undoing whatever it was that the previous politician was screwing up to leave to the next guy coming in. It's SOP anymore. Coleman knew he was going down, so he made sure that Franken was going to open the door and walk into a boatload of spun crap and abuse of powers just like Obama did. If you cant stop them, slow them down. Basic military tactic.
