because the normal cops are not trained for this type of situation. SWAT teams at the time were trained for hostage rescue, never active shooters. They didn't even know what the hell was going on. There were reports of snipers in the area, bombs, no one knew what was going on. You don't just send in cops on a whim.

because the normal cops are not trained for this type of situation. SWAT teams at the time were trained for hostage rescue, never active shooters. They didn't even know what the hell was going on. There were reports of snipers in the area, bombs, no one knew what was going on. You don't just send in cops on a whim.
plus if they moved up they could have been picked off from the windows.
