The timing needs to advance when that linkage or butterfly valveis opened or you won't produce much power, just a lot of smoke.

you must rev by turning the plate under the flywheel otherwise the ignition is not advancing as the throttle is opening this is why motor sounds sluggish.It is running without advance!
