if you look at the reflection in the visor, you can see the hud....so most likely its a 1 seat aircraft

Chances are thats an F-15E if it belongs to the U.S. Air Force which is a two seater. With that being said, the camera most likely belongs to the WSO which is the weapons system officer/navigator who sits in the rear of the cockpit.
