The devil-guy, while I sympathize a little with him for wanting schools to be just "straight ed," doesn't address the fact that public institutions have ALWAYS been INHERENTLY unstable, simply because everyone -- doesn't matter who -- wants them to be what THEY want. What other people want becomes "the devil," but what THEY want is "the good."
Thus, you will always have endless tug-of-wars in countries (like USA) where there is very little "natural unity" from the start, until it matures.
