If you heat and cool a part of the sky as you suggest, it wont have a frequency any higher than 1/1000Hz or something like that, it wont be possible to create an earthquake with those frequancies.. Also the propagation of the contraction waves would disperse in a wide cone towards the ground and towards the horizontal lines in the atmosphere.
