Funny that this effect is still popular. I discovered this 48 years ago when I put a few base coats on a race car and put it out of the shop to dry when it started to drizzle. I immediately thought what if I spray another color over the rain drops. This was the same as my finished product.. COOL!
It can sometimes be done using real water and droppleting it onto the work in a specific way, you can use sooo many creative techniques such as that to come up with those types of textured looks, it's really just more tricking the eye with shadows left in the paint by the medium used, rather than actually texturing much of anything. You can try all kinds of stuff from your house even to experiment with getting some cool effects. Thats how some of the best painters get thier uber secrets. Cheers
@gmatt08724 I was a painter 30 years ago and came up with many of the tricks used today, Lace, Saran Wrap, Rain Drops. So many things that are either mistakes like the rain drops to looking for a texture like you.
I think what you are looking for is done with plastic wrap / Saran Wrap from the kitchen...
