Also there are a lot of poor people, scooters are cheap. With all this Scooters are common, so the country sets an infrastructure to deal a lot of scooters, such as seperate roads, and boxes to wait in at lights. This makes scooters more easy to get into.

What i say is based on no facts, however is far better than 13Mordeths answer.
