It didn't happen in Edmonton, because I probably would have heard it seeing as though this person lives across the river from me, and I actually watched at CTV news article on the noises in North Battleford, which tells you that it actually did happen there. A whole town couldn't have banded together to create a hoax, even the mayor said he heard something.

This could be a legitimate acoustical phenomenon. Any sound such as a truck passing through a bridge, and the wind pointing the right direction could throw the sound in a weird direction and bounce off a building and be heard like that. The fountain in the legislature makes a shower sound in only one spot.
