Yes (not always), but then you have to hack 2 jokers. It won't work for health and stuff changing all the time. But like unlock and lock stuff, that's very possible.
Sample codes, not real:
Unlock something (R2)
**Joker address (R2)**
01475937 00000001
Lock something (L2)
**Joker address (L2)**
same address, value zero.
You can combine these codes to one by silply adding the second to the first one. This method doesn't work with values constantly changing like health, magic, money,...
Like, you wanna change your health to 100, when you press R2, and you wanna de-activate that code, so you can lose and gain health again when you press L2, you use the same joker address, but with different digits (reversed digits), you can find these digits at Codemasters Project, just search a lil' and you'll find it.
Downloads are back on, download Label mates and follow the tut. This won't work w/o Label Mates cuz PadInfo is a label included in there, not all games have it by default.

Sorry, I was completely off there.
To use a de-activate joker, you have to use reversed digits, go over to Codemasters Project for more info about reversed digits.

Jokering a code means you set the code to a button.
It will only be active after you pressed the correct button.

ps2dis was originally made for ps2, but it supports every device that uses MIPS (as programming language), like psp.

This method should work for all ps2 games, I didn't invent this method and hacen't tested it on a lot of games yet.
I don't have SOCOM, so I can't try. If you wanna complain, go to CMP, the original guide was created there.
