If you were a soldier you would have known by now you were a federal employee working for the DoD and living in federally-subsidized housing if you ever filled out a job application. Well I don't know. It's not that odd that he might think about it. I have some pretty bad ideas sometimes too. As long as he filtered out the idea before it got to behavior stage it's not so bad.
This guy doesn't seem that out there with his explanation. I mean, if some rich guy offered to reward me for success in something important to them I'd think it was outstanding too.

It points to the fact he is not honest with obligations of his office. He is not looking out for all his constituents. He is only looking out for people who helped him to be elected even if they are not from his state.
