the "goverment" doesnt owe you a dam thing, because it wasn't the governments money to begin with.
I got a full tuition scholarship and I still have to pay more for college than a person who didnt EARN a dam thing but rather got a pell grant just because of their parents income. My parents arent going to pay for my college so how the hell is that fair????
