I don't mean to go into this subject, but this can be viewed as when people fight over religion vs. atheism.

Notice how the Bellamy pirates are just simply calling Luffy a fool for believing that he can find the One Piece. Bellamy tramples over Luffy's dreams, insults it, and beats him for it. He completely attacks him and insults him for not fighting back.

Basically, Luffy is a believer who won't fight in something he doesn't have to. And Bellamy is a non-believer who thinks others are fools.

My speculation on why he didn't fight, at 2:27 bellamy says he wants to test him. right then you see luffy react.

So heres how i see it, luffy sees the only way to win this "fight" is to not fight at all and now participate in his "test".

I think its bc when Shanks didnt fight back vs those bandits. Luffy here followed his foot steps and didnt fight. Just because there was no real reason to fight. If there had been Luffy would have went all out, like he did later on. Its not the matter of if there many other people there. Shanks told Luffy "It doesnt matter if they spit on me throw sake on me." etc. Just as along as they dont hurt my friends." In this case Luffy followed what Shanks said. :3
